　　投资重点：Investment Emphases
　　（一） 围绕无棣县资源优势和产业优势投资开发。特别是应充分利用无棣县电多、地多、水多、劳动力多且廉价的优势。
　　(Ⅰ) Enclosure the resource advantages and industry advantages of our county to invest and develop, especially the advantages of rich electricity, field, water and the cheap labor.
　　（二） 县城新区建设。县城新区位于县城区北面，近期规划至2010年，新规划建设用地15平方公里，人口10万人。目前正实施大规模建设。
　　(Ⅱ) Construction of the new area of the county. The new area lies in the north of county city area. The lately scheme is to 2010, the new constructing land is 15 million m, the population is 100,000. The construction is being done now.
　　（三）五大工业园区。
　　(Ⅲ) Five Big Industry Parks.
　　1、鲁北国家生态工业示范园区。该园区位于县城以北40公里，与国家大港黄骅港一河之隔,是国家命名的生态工业示范园区和循环经济发祥地，集盐化工、油化工、煤化工、生态发电于一体的全国环境友好企业、全国循环经济示范模式——鲁北企业集团就坐落园区内。该园区是全国最大的生态电源基地，是发展化学工业、石油工业的理想载体。
　　LuBei National Ecological Industry Paradigm Park. This park lies in the north of the county, which is 40 kilometers to the county town and facing the Huanghua Port that is the national port. The park is the birthplace of National Ecological Industry Paradigm Park and repeating economy. LuBei Enterprise Group lies in the park, which gathers salt chemistry, oil chemistry, coal chemistry and electricity. It is the national environmental enterprise and the model of repeating economy. This park is the biggest electricity base, so it is the ideal carrier to develop the chemical and oil industry.
　　2、县高新技术工业园区（韩国工业园、农业高科技示范园）。高新技术工业园位于县城东南侧，规划占地面积5057.3亩，基础设施投资8000万元，已达“八通一平”，现已有十几个国内外项目落户。韩国工业园西与高新技术工业园相连，占地面积818亩，已有三个韩国独资项目落户。农业高科技示范园位于韩国工业园东面，占地5000亩，集枣的种植、保鲜、深加工于一体的枣业龙头企业舜园枣业公司坐落于此。
　　High-tech Industry Park( Korea Industry Park & Agriculture High-tech Park). This park lies in the south-east of the county town, the total area is 337 million m2, the investment for basical equipment is 80 million yuan. Now there are more than 10 projects from internal and external area. Korea Industry Park is connected with Agriculture High-tech Park, the total area is 550,000 m2. ShunYuan Date Company stands in the park, which takes up date planting, date keeping fresh and deep processing.
　　3、生态湿地循环经济示范园区。该园区由无棣县人民政府和滨州市环境保护局联合开发建设，位于柳堡乡、马山子镇境内，由特定项目工业园（2.3万亩）、芦苇湿地（7.2万亩）和王山水库（库容3000万方）三部分组成。以大面积芦苇湿地资源为依托，按照资源系统的循环模式，通过特定工业项目的建设，使物质能量得到封闭流动的循环经济园区。非常适宜制浆、淀粉、酿造、肉类加工、酵母及食品加工等特定工业项目落户。凡在园区投资建设的项目，固定资产投资每满40万元，无偿提供1亩土地，超出部分根据投资额度确定土地价格：固定资产投资在500万元以下、500-1000万元、1000-5000万元、5000万元以上的分别按10000元/亩，6000元/亩，4000元/ 亩，2000元/亩的价格出让。现有香港等地区外商在此落户。
　　Ecological Mash Repeating Economic Park. This park is built by the government of WuDi County and BinZhou Environment Protecting Bureau, which lies in LiuPu town and MaShanZi town. It is made up with Industry Park (15,333,180 m2), bulrush mash (48 million m2) and WangShan Reservior (30 million m3). Big area of bulrush mash is the resource. It is very adequate for pulping, starch, brewing, meat processing and so on. If project is put in this park and the fixed assert is above 400,000 yuan, we can offer 666.67 m2 per 400,000yuan of fixed assert, the price of the exceeded part is decided by the total investment. The fixed assert is below 5 million yuan , 5 to 10 million yuan, 10 to 50 million yuan, above 50 million yuan, the price of the land is 10000yuan/mu, 6000yuan/mu, 4000yuan/mu, 2000yuan/mu. Now there is investor from Hongkong.
　　4、盐化工业园区。园区位于马山子镇东部，规划面积6000亩，非常适宜上大型盐化工项目，如大规模生产纯碱、离子膜烧碱、硫酸钾镁肥，环氧氯丙烷、VCM/PVC等项目。对在园区内投资过亿元的盐化工项目，无偿提供项目用地。
　　Salt Chemistry Industry Park. This park lies in the east of Mashanzi town, the total area is 4 million m2, which is very adequate for big-pattern salt chemistry projects, such as soda, caustic soda, potassium ferric sulfate, magnesium, VCM/PVC and so on. If the investment on the salt chemistry is above 0.1billion yuan in the park, we can supply land gratuitously.
　　5、西港经济园区。位于无棣县沿海东风港、滨州港，重点发展造船、盐化工、油化工等临港工业和挖入式港池。
　　West Port Economic Park. This park lies at DongFeng Port and BinZhou Port, the emphasis is shipbuilding, salt chemistry, oil chemistry and so on.
　　(四)工业项目。除限制污染性项目外，各类工业项目都可以引进，突出引进规模大、科技含量高、具有较强的经济发展后劲和带动作用的项目（精细化工、海洋化工、盐化工、新型材料、 医药、生物工程、不锈钢精铸、高档贝瓷、电子原件、纺织、服装）。
　　Industry Items. Besides the pollution item, we absorb all kinds of industry items which are large-scale, full of science and technology and strong developing power, such as fine chemistry, ocean chemistry, salty chemistry, new pattern material, biology engineer, stainless steel, slap-up porcelain, electron parts, textile, garniture.
　　(五)农业项目。上高效、生态和以龙头企业带动的农业产业化项目，特别是突出农副产品精深加工和有机食品、冬枣标准化的生态基地建设。
　　Agriculture Items We will construct high-efficiency, zoological agricultural items, especially farm products deep processing and winter date standardization construction.
　　(六)基础设施和公益性项目。建设港口、铁路、公路、大型桥梁以及市政设施项目。
　　Basal Establishment and Public Utility Items We will construct ports, railway, highway, bridges and so on.
　　(七)旅游项目。开发旅游资源、建设人文资源、生态、观光和古文化遗址等旅游景区。
　　Traveling Items Develop the traveling resources, build up the traveling scenes like zoology, sightsee and old culture sites.
　　(八)科研、教育、文化、卫生、商业等第三产业领域的招商，突出现代物流、信息服务、金融保险、证券等领域项目的招商。
